Are Standardized Tests Being Used Appropriately?

Standardized tests have traditionally been used to determine students' academic standing and grade level, rate school districts, set real estate prices, and even determine whether a teacher will be rehired. Are these appropriate uses for tests? Carol Hammond addresses questions and problems with standardized and high stakes testing, with specific reference to the Iowa Test of Basic Skills (ITBS).
